What is CBTN?

CBTN (Coastal Bend Telecommunications Network) is a collaborative for you! It is an entity that oversees the functions of our Region’s Distance-Learning Program. It allows members input into the workings of the program, collaborative grant dollars, scheduling priorities, curriculum input, and much more.  Membership allows your voice to be heard for your district.

What is our Region’s Distance Learning Program?

Our distance learning program provides a two-way audio video network allowing interactive question and answer sessions between students & teachers.  Dual credit/concurrent enrollment, professional development, staff training, virtual field trips, virtual high schools, community education & continuing education courses are just some of the wonderful uses.  It can include any type of distance learning program approved by the CBTN.

Who makes up the CBTN membership?

The CBTN membership may  consist of school districts, colleges, universities, libraries, hospitals, museums, aquariums, governmental and public entities to provide greater learning opportunities for all participants.  It is a designed to have a collection of people from many areas across the Coastal Bend Region.  To find out who our current members are click here.

What is the benefit of belonging to the CBTN?

Belonging to the CBTN has the following benefits:

  1. Members participating can help design the Distance Learning Program to best suit the needs of their district.

  2. Members will be included in grants received for the collaborative.

  3. Members are directly involved in choosing the content for the curriculum giving them decision making power for the network.

  4. Members can assist in scheduling priorities.

What are the benefits of our Region’s Distance Learning Program?

This program has many benefits:

   1.    Teachers and resources may be shared among districts.

  1. Districts can use precious funds on other resources instead of additional teachers stipends.

  2. Members can share learning experiences across the network such as science labs—if  they  so desire.

  3. Staff training/Professional Development is available across the network.

  4. Staff travel expenses for training or higher ed are greatly reduced.

  5. Teachers can attend more courses at their campus since a substitute teacher is only needed for a few hours instead of for the entire day. 

  6. Dual credit courses from colleges & universities are made available to all participants.

  7. Continuing education courses from colleges & universities are also made available.

  8. All grade levels (K-12) have access to interactive curriculum enrichment courses or virtual field trips from a huge list of providers.

  9. Members can share the costs of dial-out capabilities which will lower the fees for outside resources.

  10. Community individuals can benefit by taking courses offered at their district’s location.

What is CoBeNet?

CoBeNet (Coastal Bend Network) is the nuts and bolts of our network.  It contains all of the hardware pieces that connect all of the entities in our Region.  T-1 lines, routers, firewalls, servers, and video bridges are some examples of the pieces involved in the CoBeNet structure.

What are the services provided by CoBeNet?

CoBeNet provides many wonderful services:

  1. CoBeNet provides the most cost effective Internet access available in our region. 
  2. Unlimited email accounts are available to each member. 
  3. Connection to the video network and all of the bridging services. 
  4. Web page hosting is another benefit of CoBeNet.  Each district can create their own web page and ESC-2 will set it up and maintain all of the proper Internet settings for public access.
  5. Content filtering is provided to protect students and faculty from obscene or improper web sites.
  6. CoBeNet provides all the necessary Internet servers to make surfing the web a more productive experience. 
  7. Allows connectivity to fee based NovaNet services.
  8. Fee based mainframe connectivity to Region 20 is also provided through CoBeNet.
  9. Firewall services protect your network equipment from possible destructive hackers. 
  10. CoBeNet maintains all the main hardware pieces to keep the network running smoothly.
  11. The MIS staff provides AN troubleshooting assistance.

How does our Region’s Distance Learning Program differ from other distance-learning opportunities already available?

CBTN differs in three main ways. 

  1. CBTN allows district-to-district sharing of resources—teachers in one district can teach students in another district.  Some other entities may only be able to provide this services on a very limited basis because college courses will take priority over district-to-district courses. 

  2. CBTN allows for service center staff training/professional development across the system. 

  3. Our region’s video conferencing network connects not only our districts to one another, but also all of the regions in Texas to one another.  Currently, a district in our region could feasibly connect to a district or college anywhere in the state!

Is the CBTN collaborative a money making entity for the ESC-2?

No.  The center offers this service to our region with fees incurred strictly for the administrative duties and coordination of the collaborative.  Administrative fees include items such as mail outs, personnel costs, marketing fees, web page design and many other related issues to enhance the collaborative.

Can districts receive Distance-Learning services without connecting to the ESC-2 for Internet Services?

Yes.  New options for receiving distance learning services are currently being explored.

What are the CBTN fees of $500?

These fees are for the collaborative itself.  They are administrative fees to assist in the coordination of the collaborative.  This fee gives members the right to decide on courses at their discretion.   Also, this membership fee gives your district grant opportunities created specifically for the collaborative.

Can a district still receive distance learning without being a member of the collaborative?

Yes, however this district would lose out on any grant opportunities provided to the collaborative, would not be included in curriculum content, and would not be able to make changes to the CBTN policies and procedures to benefit their own district.

Why should my district connect to ESC-2 for Distance-Learning instead of another provider?

Many advantages exist for districts to use the services provided by the ESC-2:

  1. Sharing teachers from district-to-district will eventually be a necessity in order to comply with the new standards facing schools for graduation requirements.

  2. Many district dollars can be saved by sharing teachers across the network. 

  3. Other entities are concerned with providing college coursework and will not be as inclined to let districts share their resources between districts. 

  4. Staff training will be provided across the network.

  5. Staff travel expenses can be saved.

  6. Many districts are already connected with a T-1 line to ESC-2.

  7. Members can share the cost of fee-based distance learning resources such as virtual field trips & etc.

  8. District Personnel can receive TETN videoconferences at their location instead of driving to ESC-2.

In what capacity could my district be involved with the CBTN decisions?

A member from your district could sit in on the Board to assist with the policies and procedures of the collaborative.  Also, a member from your district could participate on committees and special groups.  These groups could be formed specifically for items such as choosing the curriculum content to provide across the network.  Groups and committees could then voice their opinions and request to the CBTN Board for approval.

Can districts connect to the ESC-2’s video conferencing system if they use a different system than the one suggested by the center?

Yes.  ESC-2 will provide connectivity for the standard video conferencing systems, including H.320 (ISDN) and  H.323 (IP).

Are grant opportunities available for districts to receive their own Video Conferencing equipment?

Yes.  There are many grant dollars available for different Distance Learning needs.  While districts can utilize USDA grant dollars, the ESC-2  will continue to research different grants to find one that will meet all of our needs and assist the districts in receiving Distance Learning equipment.  The ESC-2 website www.esc2.net lists grant information under “G” for grants.  It is updated to provide districts with links to many funding resources.

Do any sites accept participants from other districts?

Yes.  The sites connected with ESC-2 have agreed to provide their video conferencing room and equipment for the use of others in the region.  Please contact them for this information.
